EDUCATION:   

  • Bachelor’s Degree (Required)
  • Principal’s Certification or Mid-Management Certification (required)
  • Master’s Degree (preferred)

EXPERIENCE:    

  • 3-5 years of classroom teaching experience required
  • Three years in an educational leadership position campus or district level
  • Experience in data analysis, data driven instructional practices preferred
  • Knowledge of federal and state accountability systems preferred

Position Function/Purpose

The Director of Performance and Accountability is an essential leader in our work toward achieving consistently excellent results throughout our organization. This person is part of the Research, Evaluation and Innovation team and works closely with the Executive Director of Research, Evaluation and Innovation as well as collaborates with members of the Learning, Leading, and Innovation Division. This key professional will assist in providing leadership and coordination around an aligned and articulated accountability and performance monitoring program for the district. This individual will champion data literacy and support in building and establishing a Data Driven Culture amongst school and district leaders.

 

The Director of Performance and Accountability will ensure access to accurate and timely student and school level performance data to be used for educational decision making. They will support schools and district leaders by providing data tools and reports that can be used to promote student achievement, equity, and educational decision making.

 

Essential Functions

  1. Oversee the district’s Accountability and Performance Monitoring Program.
  2. Develop innovative reports and data analysis tools that support continuous school improvement and increased student achievement.
  3. Exhibit responsiveness and reflective action of ongoing changes to the state accountability system, as well as to the needs of campus and district leaders.
  4. Ensure district wide compliance with all federal and state accountability requirements.
  5. Analyze school and student performance trends at all levels to provide insight into strengths and areas for improvement.
  6. Monitor student achievement (Standardized testing, Benchmark analysis, teacher created assessments, MAP Growth, Fountas and Pinnel, Imagine Math, CLI, EOC, ACT, etc)
  7. Present data clearly and in an accessible manner to a variety of audiences.
  8. Support the Executive Director of REI in leading the development and delivery of corresponding data reports and visualizations.
  9. Work closely with the REI data specialists, Innovation team and Director of Assessment and Evaluation to ensure accurate and timely reports, effective communication and consultation, and clean, well-maintained data systems.
  10. Disseminate information regarding current requirements of the state and federal accountability programs and ensure there is clear understanding amongst stakeholders.
  11. Provide technical assistance to district and school administrators in the areas of federal and state accountability measures and requirements.
  12. Support the district and individual school efforts in the implementation of state and federal accountability requirements.
  13. Provide evaluative findings (including student achievement data) for the review of curriculum and instruction program effectiveness.
  14. Assist in the preparation of the budget and administration of the budget for supplies and equipment in the area of performance management and accountability.
  15. Use effective communication skills to present information accurately and clearly.
  16. Keep informed of and comply with federal, state, district, and school regulations and policies.
  17. Work in tandem with the Director of Assessment to disseminate information regarding current requirements and coding procedures of the state assessment program which could impact accountability results.
  18. Assist in monitoring all campuses during the administration of state assessments.
  19. Securely compile, maintain, and file all physical and computerized reports, records, and other documents required.
  20. Work closely with campus principals to improve data literacy amongst leaders and their leadership teams.
  21. Coordinate with Bilingual/ESL, Special Services, CTE department to move toward improved performance for all students to meet RDA standards.
  22. Work closely with the Information Management Services department to develop protocols and documents for data in reference to leavers, at-risk populations, and graduation plans.
  23. Support in leading the district in the development of the District Improvement Plan. Ensure training and supports are outlined and in place for successful completion and approval of the district improvement plan.
  24. Lead campuses in the development of campus improvement plans to increase district’s school improvement ratings and meet goals outlined in Lone Star Governance.
  25. Monitor the implementation and maintenance of the District and Campus Improvement Plans.
  26. Facilitate the development and monitoring of campus and Targeted Improvement plans ensuring timely and accurate reporting to the Texas Education Agency.
  27. Manage the oversight of RDA and school turnaround improvement efforts.
  28. Assist the Executive Director of REI in developing and delivering presentations for the Executive Staff, School Board and community organizations as requested concerning accountability requirements and student performance to include Lone Star Governance.
  29. Attend regional, state, and national meetings to gain knowledge of new information toward accountability best practices and best practices for working with at-risk populations.
  30. Assume duties of District Testing Coordinator if they are absent from duty on days that require assistance to campuses and attend all required District Testing Coordinator training.
  31. Work closely with the Executive Director of REI in the design, implementation, and management of the District’s School Performance Framework (SPF) and reporting systems as the basis for the district’s local accountability system.

32.    Fulfill other duties as required by the district. Perform other duties as assigned by the Executive Director of  Research, Evaluation and Innovation.

  4. Ability to analyze statistical data and generate quality reports and presentations
  5. Knowledge of both state and national standards and educational trends in dropout recovery, response to intervention and accountability
  6. Strong public presentation skills
  7. Strong computer and technology skills
  8. Strong data analysis skills
  9. Effective interpersonal and communication skills
